Alcock could not recall this engineer's name, but it was Hardes. According to Alcock, Hardes was fully realizing the labour and the difficulties he and his fellow workmen must have had to encounter when they were "laying the foundations of a steam navy among a people to whom all the appliances of modern science were entirely unknown". In , the foundry was enlarged and on June 14, renamed to "Iron Works"; the factory was completed in Subsequently, Hardes and most men of the Dutch mission returned home, but some were retained to provide technical guidance in the operation of the plant.
Its steam power made it possible to haul almost effortlessly ships on a metres long slope out of the water for repair. Thomas Blake Glover had once ordered the main engine from his native Aberdeen, but Hardes, though meanwhile back in Holland, had likewise added an important contribution: He had the Japanese workers trained how to bake bricks.
